Dr. Bill Lewinski is a behavioral scientist whose
work has focused primarily on the intensive study of human dynamics
involved in high stress, life-threatening encounters.
A mission of Force ScienceĀ® Institute, Ltd. (FSI)
is to gather experts from a variety of academic and research disciplines
and a wide range of educational institutions in North America and the
United Kingdom, to assist in the study of officer
and subject behavior primarily in lethal force encounters. Areas of
study include action/reaction parameters, perception - including the
relationship of skill level, attention and visual focus to information
processing, judgment and effectiveness of action,
and attention and memory. The university researchers FSI has paired
with, for research or instruction, have published well over 1,000
research articles and a dozen academic textbooks.
Dr. Lewinski has testified in grand juries,
coroner’s inquests, arbitration hearings, and both criminal and civil
cases throughout North America, in the United Kingdom and Australia. He
has trained in Goju Karate (traditional Japanese Karate)
since 1967. He is a regional director and a national examiner with Goju
Kai Karate Do, U.S.A. Dr. Lewinski was inducted into the National Law
Enforcement Officer Hall of Fame in 2023 for a Lifetime of Law
Enforcement Training.
Chris Davis, Chief of Police, Green Bay Police Department
Chris Davis was sworn in as the Chief of the Green
Bay Police Department on September 16, 2021. Chief Davis began his
policing career at the Arizona State University Police Department in
1994. In 1998, he joined the Portland, Oregon Police
Bureau, where he served in a variety of roles including the Assistant
Chief of Services, Assistant Chief of Operations, and Deputy Chief of
Police.
Chief Davis has a Bachelor’s Degree in Justice
Studies and a Master’s Degree in Public Safety Leadership and
Administration from Arizona State University. He is a graduate of the
FBI National Academy and the Major Cities Chiefs Association’s
Police Executive Leadership Institute.
Patrick Patton, Chief of Police, Kenosha Police Department
Patrick Patton was appointed as Chief of Police
with the Kenosha Police Department in January of 2023. Prior to his 19
years with the Kenosha Police Department, he spent 8 years in the US
Marine Corps with combat deployments to Iraq.
Chief Patton received a Bachelor’s Degree in criminal justice from
Carthage College in Kenosha, and earned his Master’s Degree in criminal
justice administration from the University of Wisconsin at Platteville.
He has attended the FBI-LEEDA Leadership Trilogy
course as well as IACP’s Leadership in Police Organizations, and is a
Certified Public Manager through the University of Wisconsin. Chief
Patton was previously a member of the Kenosha SWAT team and also served
as commander of the department’s Civil Disturbance
Response Team. He is the current secretary for the Wisconsin Police
Executive Group.
Dave Funkhouser, Chief of Police (ret.)
Dave Funkhouser served in Wisconsin law enforcement
for over 34 years, including 17 years as a Chief of Police. An
award-winning law enforcement officer, Dave also served as President of
the WI Chiefs of Police Association and the WI Police
Leadership Foundation. He is an accomplished public speaker and has
been invited to give presentations on leadership, crisis management,
organizational culture, trust building, and more to many different
groups and associations including presentations for
the Wisconsin Department of Justice, the Federal Bureau of
Investigation, the International Chiefs of Police Association, the
University of Wisconsin’s Command College, and Dave has been a keynote
speaker for graduation events, church and civic groups, as
well as many other law enforcement organizations across the U.S.
Casey Boggs, President, ReputationUs
Casey Boggs is a global communications leader
specializing in public relations, public affairs, reputation management,
cyber incident response and crisis mitigation. Boggs is the president
of ReputationUs (RepUs), an international corporate
reputation management and crisis response firm.
Before forming RepUs, Casey was president of LT
Public Relations, directing the strategic communications efforts for
several industries and public entities, including financial
institutions, law enforcement, health care and legal. Prior
to LTPR, Boggs served as public relations director at AIG before and
during the global recession of 2008. Boggs also managed accounts for two
of the world’s largest public relations firms, Waggener Edstrom and
Weber Shandwick.
Chris Prochut (pro-hut) Mental Health Advicate and Law Enforcement Suicide Prevention Trainer
For over ten years, Chris has had the honor to present to more than 16,000 law enforcement officers across the United States and Canada on the topics of suicide and depression warning signs, medication myths, department policy revision, and told of his personal experience with the stigma of mental health issues. Chris has presented at many NAMI organized Crisis Intervention Team Trainings (CIT) where he addresses the subject of "Taking care of our own” and has been featured at various specialized law enforcement conferences advising departments on program development to assist officers at risk for suicide. Feedback from these trainings shows just how well received Chris’s message is, how the topics of suicide and mental illness are rarely discussed within law enforcement, and how education and training are causing a paradigm shift within police departments.
Chris is a member of the Wisconsin Law Enforcement Death Response (LEDR) Team, a former trainer in QPR (Question, Persuade, and Refer) suicide prevention program, a FBI National Academy (FBINA) Enrichment Speaker, a FBI National Academy Associates (FBINAA) Officer Safety and Wellness Committee Member, and an active volunteer with BringChange2Mind; an organization founded by Actress Glenn Close to end the stigma surrounding mental illness.
Chris was recognized with the 2017 HOPES Award for his achievements in advancing suicide prevention in law enforcement by Mental Health America – Wisconsin.
In 2018 Chris was presented with a NAMI Wisconsin Iris Award for his Outstanding Contributions, dedication, and support to promote the mission and vision of NAMI Wisconsin.
Chris resides in Hartford, Wisconsin with his wife Jennifer and their children Chase (20) and Ashlyn (16).
